Unsolicited Commercial Communications (UCC) complaint through SMS



As per TRAI - Telecom Regulatory Authority of India), Press Release No. 198/2012 dated 5th November, 2012, the lodging of a Unsolicited Commercial Communications (UCC) complaint through SMS has been made easier. Now the complaint can be lodged through SMS by simply forwarding the UCC SMS to 1909 after appending the telephone number and date of receipt of the SMS.

Access providers will also establish a web-based complaint registering system and a dedicated e-mail address to receive such complaints on UCC.

Even after registring my mobile number under Fully Blocked Category- stoppage of all commercial Calls/SMS,
I received a SMS from some company on 27-Nov-2015 but instead of mobile number there is some name of the format-
XY-ZZZZZZ

After searching I found out what this code decodes into. It is the header of SMS.
Header  means  alpha  numeric  identifier  of  commercial  and 
transactional SMS.
There are two types of headers :
(i) Header for promotional message XY-NZZZZZ
where   X   stands for the code allott
ed to the Access provider; 
Y   stands for the service area ;
N      is  the  serial  number  (1-7)  of  partially  blocked  category; 
ZZZZZ indicates five digits allocated to particular telemarketer by 
an access Provider.

(ii) Header for transactional message XY-ZZZZZZ
where   X   stands for the code allotted to the Access provider; 
Y   stands for the service area;
ZZZZZZ  indicates  six  alphabets  for  company  or  organization 
sending transactional SMS

So, how do I compaint about this erring marketer?

The solution is simple you just need to forward this commercial

SMS to 1909 (toll free)

TRAI - Telecom Regulatory Authority of India in the below format:

COMP TEL NO XY-ZZZZZZ; dd/mm/yy; sms

Now, suppose I receive a SMS like this - "Get best laundry wash at affordable rate." from DD-ABCDEF on 27 Nov. 2015 In this case my complaint to 1909 will be like this -

COMP TEL NO DD-ABCDEF; 27/11/15; Get best laundry wash at affordable rate.

Be careful to include a ; (semicolon) immediately after sms header & date and remember you need to register complaint within 3 days of receipt of such promotional SMS to 1909. On successful complaint lodging you will receive a reply SMS -

"Your request has been registered. A unique reference number will be sent to you shortly. Thank you."
